Frans Stofberg I don’t know where you found it or how you found it. When I had some time, I reverse engineered your deciphering and also extended it for characters not found here. Is this right?
ABC – all 3 share mirror image of L about vertical axis. Dot position changes for 1, 2and 3 for 1st, 2nd, and 3rd characters
DEF – squared letter U
GHI – L
JKL – mirror image of squared C about vertical axis
MNO – squared O
PQR – squared C
STU – squared 7
VWX – inverted squared U
YZ – inverted L
There is a symmetry about the 9 rows too.

Sowmyan Tirumurti you got it… easiest way is to draw the old board game “dots and crosses” ( # ) then in each block you have 3 dots each representing a letter of the alphabet… simple π

1 # sign and then 3 dots in each block. The 3 dots should be next to each other (as in left centre right)
Now each dot in the block at the specific location represents a letter of the alphabet
